Background:

As global challenges intensify, particularly in the Global South, the need to redefine and improve the quality of Official Development Assistance (ODA) has never been more critical. While the long-standing 0.7% GNI target for ODA remains an important benchmark, there is increasing recognition that the definition, quality, and coherence of ODA must evolve to better meet the needs of recipient countries and communities.

This event will bring together experts and stakeholders to discuss the current state of ODA, propose a redefinition that shifts the power towards recipient countries and communities, and explore ways to improve the quality and coherence of ODA, particularly in the context of global challenges such as climate change, peace and security, and sustainable development.

Objectives:

  • Redefine ODA: Explore and debate the current definition of ODA, with a focus on shifting power to recipient countries and communities.
  • Enhance ODA Quality and Coherence: Identify key issues affecting ODA's effectiveness, including inflated aid, privatization, and the need for localization.
  • Promote Localization in Development: Advocate for a stronger focus on local actors in ODA decision-making and implementation.
  • Foster Multi-Stakeholder Collaboration: Engage governments, CSOs, and international organizations in a dialogue to improve ODA's impact on sustainable development.
